Weirdest computer lag ever... Need help!

so, I have a new gtx 1060 which I bought 2 weeks ago, and when I installed it for the first time and downloaded the drivers, on the second boot up my computer would only do this after the windows download screen https://gyazo.com/1a8d852b1315e677c383aef1516a6057

I did a clean install of win 10 from the recovery tab, and the computer seemed working fine, but when I disabled the windows fast boot up (Disabled it because I got random black screen flashes and laggy computer overall, but on restart the computer worked fine) and turned the computer on again, BOOM the white blinking screen came back again, if I even press a button on the login screen the screen starts doing crazy flickering.

But when I boot up my computer and press ctrl + alt + del on the part where you can enter bios, my computer works fine, what the hell? I don't even know that ctrl alt del does on boot up?

Mobo: asrock 970 pro3 r2.0
psu: corsair 600 w
8gb ram
pcu: fx 6300

like I said, I have a clean install of windows 10 and all drivers are up to date, I have not done any bios updates when installed my new gpu, and I don't think bios causes the problem since my computer works when pressing ctrl+ alt +del on boot up

It's not about the psu, since it's high quality corsair 600w psu, and my new gpu needs 100 w less power than my last gpu, and my computer worked without any issues with my last gpu. I suspect that it's about the motherboard tho

I suspect it being your BIOS is not up to date. This can be an issue with newer cards because you tend to need newer BIOS.
