Keyboard turns off when in the boot menu (Windows XP)

I am experimenting with an old computer with windows XP, I want to install windows 7 via a disc but every time I go into the boot menu and select boot from disc it says press any key to continue. I do press keys but they are not registered. I also noticed when that happens my keyboard LED's are not turned on. I have no idea how to get passed this issue if anyone could help me that would be great. Thanks in advance

This goes back a ways, but I believe it's something with USB keyboards around that era not working after POST until the OS loads the drivers. PS/2 keyboards work fine. I've seen something like these years back myself, and still keep a PS/2 keyboard just in case. I believe there is an option for Legacy USB or USB Keyboard setting of some sort in the BIOS on some motherboards to work around this problem.

The thing is, the keyboard works fine. selecting F11 to get into the boot menu. Then im able to select dvd drive and boot. After i select the dvd drive it asks to press any key to continue, and that is when its stops reacting to my key presses. It happens at the most important part...
