Cpu OVERHEATING FAST?! Even when its not on load?!

specs: I7 4790, MSI Z97 G7, GTX 970, ZALMAN Watercooler and 16 gb ram


So the other day i turned on my pc, and it was really noisy, like a jet engine. i saw it was not running fast as usual. only around 1000 mhz (normal 4000 mhz). I loaded up the crew and was only getting 21 fps, (normal 60 fps) I checked my temps and it was sky high, like 80-100 celcius. i rebooted, nothing changed. I Searched online, and it said to change my thermal paste. I did and nothing changed. I updated my BIOS, now im only getting around 60 celsius. But when i (example) open a video or any program it starts to get noice again and the temps gets to around 75.
When i changed my thermal paste, i saw some scratches on the cooler head, dont know if it has anything to do with it. I consider to change my watercooler to the stock one, to see if its a problem with the cooler

I early had thermal throttle as a problem, but fixed with Throttlestop.
 
Solution
They're generally not serviceable. Chances are good your pump has failed, which would mean replacing the whole thing.

AiO watercoolers generally perform worse than similarly-priced air coolers anyway, so I wouldn't recommend going with another one, if you feel you need it.
You should not disable thermal throttling, it protects your CPU from damage. If your cooler is mounted correctly, you should see idle temperatures below ~40c and load temperatures (in things like games) of probably 70-85c. 100c is where your chip throttles.

If i disable thermal throttle, my cpu is stuck at 800 mhz. And before this happend i was getting around 45 c, at load

When i turn my pc on (with thermal throttle ) its at 45 cel. but its stuck at 800 mhz, then i open throttlestop and my mhz jumps right up to 3800 and the temps is rising fast to about 60-70 cel.
So the problem i guess is BD PROCHOT which is something inside throttestop, that basiacally stops throttle and mhz jumps right up when disable.

I switched my watercooler with the stock one, and the temps are great now,back to normal. I think my watercooler is filled with gew or something, i dont know how to clean it tho.
