Is your budget before tax/shipping, or after? And does that budget need to cover a Windows license? Because if so, you're probably going to have to resort to older used/refurb machines.

That CPU has integrated graphics. Honestly on that budget, a discrete GPU doesn't make sense. The integrated graphics should be decent for casual gaming. I'm not sure how demanding PoE is though.
