Is a Dual 4 Pin Molex To 8 Pin PCI-E OK to use on a EVGA GTX 960 with an 8-pin socket.

I want to get an evga gtx 960 SSC from a friend decent price. It would be used in a build with an antec vp-450 PSU which I already own. Can I use the 2 molex to 8 pin adapter for this card safely?

Can you? Yes. Not something i would normally reccomend though. If you really want to do it i would use a dual molex to 6-pin with the psus 6pin along with the dual 6-pin to 8-pin adapter that ships with that card assuming your friend still has it. Also dont get a cheap adapter with small guage wires those are fire hazards make sure the wres are atleast as big as the psus.
