Why is my fps going below 60fps when on vysnc but goes over 100 when off vsync

It happens on WoW and the Culling like I have about 120 fps and when i put on vysnc it semi freezes and goes to 58fps

asus 1080 60ghz monitor
i7 4790
14gb ram
 
Solution
V-sync synchronizes your fps output to the refresh of your monitor. Not having it on just shows actual gpu output, but since your monitor is a 60Hz refresh, the monitor itself will limit the fps to 60. V-sync can help if you are experiencing any issues such as artifacts or tearing caused by too many frames trying to be shown but a monitor that's limiting. As long as your game play is smooth, it won't hurt either way.
