Planning a invest about 250 USD max into gaming (upgrading gpu i think/buying a console)

My rig is i3-540 and AMD Radeon HD 5570 1GB...i guess that my cpu is "good" and gpu is that one who need an upgrade,so what is best gpu choice for my cpu for 2016?

Also,is it more worth just upgrade a gpu or leave a pc as it is and buy a console (ps4 i guess)??

For 250$ you can get a EVGA gtx 1060 6GB.
It will give you better performance than any console on the market.
Than you can use a PS4 emulator (a thing that makes your PC a console {while still being able to work as a pc}).

My monitor is 1080p,but thanks to weak gpu i am totally fine with 1600x900.

So i think i am good with 1060,maybe later...i can upgrade my cpu+motherboard or just cpu with current socked

And,what you mean by PS4 emulator?? Does that really work on PC? :)
