Is my CPU bottlenecking my GPU?

I have 8320 @ 4.4 and a 290. On BF4 I tend to get a bit of stuttering and also while playing the GPU usage fluctuates a lot... while watching other videos of BF4 i noticed that their GPU usage was 98% all the time. At times it drops to 2% usage.

It was even worse with windows 10 but since I rolled back it's a bit better but still a bit rubbish.

I got
8320 @ 4.4
290 @ stock
8gb ram

It probably is, though I don't play BF4 and have no idea how CPU intensive it is. You need to monitor your CPU utilization, you can use the Performance Monitor in Windows but the polling rate is low and it misses the spikes in activity. I used to use CoreTemp, it has an adjustable rate. FWIW if Performance Monitor says 80% or higher on the utilized cores, read that as "Peaking to 100% every time your GPU wets the bed".

I've been using after burner and the CPU usage is generally around 75%. On GTA and Rise of TR it seems OK (if a bit stuttery, which I find weird because I have a freesync monitor...)
