i have tried to ask this in displays forum but noone answered in like 24 hours

i'm about to build my 750euro pc with 1060 6gb ddr5 gpu, 16gb ram,i5 6500 cpu

so i though that maybe i should change my old(like 5+year old pc) but my budget is not high let's say my absolute max is 130 euro. but im comfy with 80, and if i go for something like 30 im fine even if i risk of having horrible quality stuff.
my needs: 1080 or 1440 screen
, gaming and watching movies, some competitive gaming but no extremes
, 21 to 25 inch (my old one was 17)

im thinking of using alibaba.com or aliexpress.com . but i can go with amazon.de, ebay.de fortakas.lt 1a.lt

i was looking at this one http://www.alibaba.com/product-detail/2016-NEW-HD-1080P-23-6_60388344255.html

any tips and suggestions appreciated especially with links

Here are some performance metrics to keep in mind:
(1) True screen refresh, i.e. 2ms, 4ms, 5ms
(2) Pixel density - This pretty much determines your screen size for you.

If you are buying a 1080p screen, I wouldn't go beyond 24 inches, because the pixel density will really suck.
If you are playing competitive FPS games, then go with 2 ms. If you play RTS 5 ms will probably be just fine.
