ASRock 970 Pro3 R2.0 ATX AM3+ Motherboard and FX-3850 compatibility issues.

I recently tried to build a new computer, and purchased this motherboard off of newegg. On the ASrock website it lists the cpu as compatible with my motherboard. However, whenever I turn on my PC, all of the fans spin, the gpu comes on, but there is no signal to my monitor. I am wondering if this is because the BIOS isn't up to date, because on PcPartPicker it noted that some 970 motherboards may need a BIOS update before use.

Specs:
FX-8350
ASRock 970 PRO3 R2.0 AM3+
Team Elite Plus 16GB (1 stick is from my old PC, one is new)
Western Digital Caviar Blue 1TB (From old PC, with windows 10 from old PC)
GTX 970

If the problem is that my BIOS isn't updated, how can I update it? Should I just return it to Newegg for 85%?

Edit: I forgot to mention, whenever the pc turned on, the usb ports on the I/O of the motherboard would not work.

Although the board is a very poor match for the 8350 , has a very poor power and terrible thermal design.

That's why they have this warning on the site.

* For cooling the CPU and its surrounding components, please install a CPU cooler with a top-down blowing design.

The FX-8350 is good to go with the very 1st BIOS of that board: http://www.asrock.com/mb/AMD/970%20Pro3%20R2.0/?cat=CPU
So it isn't a BIOS update issue. Might be a bad board. First thing I always do before building is breadboard the Motherboard, CPU/cooler, RAM, monitor, (video card if needed), KB, and PSU outside the case. If I can get a display and boot to BIOS, I start the build.

A common problem is having added an extra standoff behind the board where one wasn't intended. It could be shorting out the traces on the back of the board.

I set up my system outside of the case, powered it on and the same thing happened. Gpu fans spun, cpu cooler spins, but i get no signal on the monitor. There were no beeps from my case speaker. Could my mobo still be DOA?

That would be my first thought, yes. I presume your video card is a know-working component?
