What amount of frame rates should I be getting?

Here is my rig: Operating system:

Windows 7 Pro

Processor: Amd Fx- 8350 Vishera

Memory: Gskill Ripjaw Series 8gbs
Ddr3 1600

Mobo: Msi 970 gaming(Amd)

Video card: Gigabyte r9-390

Power supply: Rosewill Glacier 700m, 700w modular

Optical drive: Asus drw-24b1st

Hdd- Seagate Desktop HDD ST2000DM001 2TB 64MB

Ssd- SanDisk SD8SBAT- 256g- 1122 Z400s

I've kind of been underwhelmed by my frame-rates in games like bf4 and Shadow of Mordor. Lowering my graphics doesn't help at all. Power is set to high performance, and I am using the Radeon Crimson 16.1 drivers for my gpu. Please help!

downgrade to 15.7 then reupgrade, my 290x performance dropped heaps after i upgraded to 16.1. use something like HWMonitor and GPUz to monitor temps and utilizations of everything

My cpu usage while ingame is 50 to 55% according to Norton Security. Just now I disabled AMD turbo core technology. It seems to have helped but I think my rig can do a little better than 40-70 frames. I'm afraid my cpu may be throttling. When I first startup a game; for an example: battlefield 4, I experience a smooth 80-90 fps. But as time progresses, my framerates take a turn for the worst. During my computers poor performance my cpu is usually as in the high 60s to 70 Celsius. Could my temps be causing the problem? How do you know your PC is thorttling?

Side note: I mistakenly selected your answer as the solution. Could a mod step in and reverse this? Or can i do this manually?

I can't downgrade. The games i play require the Crimson drivers. And I'll need the Radeon Crimson drivers for the upcoming bf1.

AMD CPUs recommended top temp is 64°c so your chip will be throttling, go into the bios and change the fan curve to 100% at 55°c and whatever for under that. Also downclocking the CPU may help a little as well. Best option will be to get a new cooler like a cryorig H7 or hyper 212x

You should be using amd overdrive for your temps on the cpu, it's about the only one that is accurate for amd. But it does sound like your throttling so a new cooler or a clean up would be recommended
