Low FPS/Extreme Stutter In Various Games With GTX 1080 & I5-6600k

I recently upgraded my entire system and never noticed any problems until I started trying to play some of my older games. Red Orchestra 2 and Insurgency so far have been the main headaches for me. Started monitoring my GPU usage with those games and it hovers around 10-15%. Red Orchestra 2 ended up hitting an average of 9%. One thing I noticed is that as long as I sit still and didn't move the frames would eventually hit max fps but as soon as I moved my mouse they would crash. Also, moving my mouse on the start menu for Red Orchestra 2 would cause my frames (on the menu) to drop into the teens.

Previously, I have been playing Arma 3 and Euro Truck Simulator 2. Both of those games have a GPU usage of around 40% and I haven't noticed much quality issues with those (although in cities for Euro Truck I can get sub 60 frames but not sure if that is normal). I also loaded up Verdun and maxed everything out to Ultra. Had 100fps in full multiplayer matches with 50-80% GPU utilization.

Here is what I have tried so far.

1. Clean install of graphics drivers.
2. Reinstalling Red Orchestra 2 and Insurgency.
3. Reinstalling Steam.
4. Play with a different mouse.
5. Change polling and DPI rate on mouse.(lowering the polling rate definetly reduced stutter but issue still remained).
6. Overclock CPU to 4.7ghz
7. Turn on Kboost for graphics card (EVGA GFX OC tool)
8. Mess with Red Orchestra 2 optimization in INI files. (all optimization guides didn't improve my performance and setting Red ORchestra 2 on max low settings did not improve performance).
9. Setting Red Orchestra to high priority in Task Manager
10. Prefer Maximum Performance in Nvidia control panel and Performance mode in power settings.
11. I also have downloaded HWmonitor but I am not the biggest techie so besides low GPU usage I have not been able to pinpoint any other issues.

Here are my specs:

Video: EVGA GeForce GTX 1080 SC GAMING ACX 3.0
Processor: Intel Core I5-6600k 3.5ghz (Coolermaster 212 EVO)
Motherboard: ASUS Z170-E
RAM: G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM
PSU: Corsair CX 750M PSU 80+ bronze
Monitor: 1920x1080 60hz Acer G235H (going to upgrade to 4k later this year)
Memory: HyperX Savage 240GB SSD *OS: Windows 10 64 bit

Testing Mount and Blade Napoleonic Wars right now. Runs fine but when I move my mouse I get pretty bad stutter. Turning the polling rate from 1000hz to 125hz seems to alleviate that issue for this particular game.

In summary here is a breakdown of games that I have issues with vs games that I don't.

Games in which I have terrible FPS:
Red Orchestra 2/Rising Storm
Insurgency
Mount and Blade Warband (can be fixed by lowering polling rate)

Games in which I have good to great FPS:
Arma 3
Day Z
Cities: Skyline
Euro Truck Simulator 2
Verdun

I heard that sometimes when you have a new graphics card then old games might not run well. I read steam reviews once and that was one of the problems on GTA 4. If you would have an older graphics card then they might run better than with a new one.
