GTX 970 i7 4790 Low FPS on All Games

Hey Toms Hardware Community,

Recently my computer has been getting low FPS on all different types of games. Arma 3, CS:GO etc. This only started happening like 2 months or so ago as well. On CS:GO my FPS would be around 120, but it feels really choppy. My friend with the same specs with me gets 300+. On Arma I get around 40, and with both games changing the settings between high - low makes absolute no difference, kind of acting like a bottleneck. What's happening here?
This is my specs:
CPU; i7 4790 3.6ghz 8CPU
GPU: MSI GTX 970
MBU; Gigabyte H97-Gaming 3
PSU: TX650W Corsair Power Supply
Notes: I have two monitors and I'm running it through HDMI, no adapters. I have uninstalled, reinstalled, went to older GPU drivers etc, restarted PC. Reformatted and nothing.

PULL your hdmi cords and try new ones. They may have degraded. I have gone through many brand name hdmi cords.
See if that fixes your problem. try running a benchmark program like firestrike and see if that reveals anything. I recommend checking for bios update for motherboard and going in to device manager and checking line by line for driver updates. Boring I know but one lousy driver can bottleneck your whole rig. It's worth the effort.

GPU has stayed between 45C - 55C while playing Arma and CS:GO. I played for around 3 hours. Usage was around 40% - 55%. How do I check CPU temps?
