To be sure, you need to check the specs on the mobo manufacturer's website. For instance, the GA-Z170M-D3H (rev. 1.0) you linked to says " Easy Tune™ Get the highest levels of performance from your PC with easy to use GIGABYTE overclocking features". Also, double check the mobo's manual's. If you can overclock, it tells you how to do it in the bios.

Any Dragonball 'Z' motherboard can do.
anything past $200 you're not really getting a whole lot of difference in overclock. if u want better capacitors and fancy shiny boards then knock urself out.
$100 mobo works just as well for moderate overclocks. if u know what ur doing u can take the cheapest z170 mobo and OP overclock ur cpu to the max. its just longevity and small details u will be missing out compared to a higher tier mobo
