So, I recently upgraded my system to 2 Founders Edition 1080s and I tried running games I used to run on 2 980s in SLI to not much of a difference. Both cards never max out to 100% full usage and my CPU isn't maxing out either. it mostly stays around 40 to 60%. My first guess was that my processor was bottlenecking me. All the comparable benchmarks I watched on Youtube have been much higher than mine and other than them having a stronger CPU and using DDR4 ram I'm not far behind, but my FPS in 4k and even 1080 is a lot lower.
One thing to note, I ran two 1070s in heaven and then my two 1080s with almost no change in my ending score but I did get a much higher score in 3dMark Extreme. From 11000 to about 14000.
Could it possibly be my PCI Express Lanes holding me back? GPU-Z says both are running at 8x on my 16x MOBO.

Ram: 32 Gig DDR3 2600
Memory: 250 SSD Boot. 1TB Game Drive.
PSU: 800 Watt.
MOBO: GIgabyte Z87X-OC-CF
