what do most Games right from basic to today's modern games like Gta V and Witcher 3 and Mafia III require? More cores like Amd Fx 8350 or More processing power like intels I3 6100? or games in future will utilize More cores?

At the moment is better to have less, but more powerful cores than having many of them less powerful individually. That's why in many games i3 cores surpass the AMD FX 8350.

The best price/performance ratio you can find is an i5 6500-6600-6600K. It has 4 cores and the four of them are powerful enough to move all modern games, without being a bottleneck for powerful GPUs.

In the future? Things tend to the multi-core path. But today, having more than 4 cores it's not really useful.

The CPUs that you are referencing aren't exactly good examples, but here's the thing: DX12 games WILL utilize multiple cores more efficiently and CPU/GPU workload integration is something that will continue to evolve. Most of today's games DX10 and up, really play best on a CPU with at least 4 physical cores. So in terms of the future of gaming, dual cores are pretty much old news.
