If you're planning for purchasing either one, then RX 460 is definitely your choice, more than double amount of Vram and also the RX 460 has a better architecture as well.

Its so close to its release I personally would want to know what Nvidia's latest counter to the RX 460 is like before I spend my money.

get the rx 460 2gb, it doesn't have enough shaders/power to use the 4gb of vram. If you can, get the rx 470 4gb (if the price is fair) or just wait for the gtx 1050 ti 4gb.
