PC wont let me use two controllers at the same time for local coop

Hello I have been having a issue were when I play a local coop game and i try to use more than one controller none of the other controllers work, only the player 1 controller works even though all of the other controllers are plugged in and i go into the device manager and it detects that all of the controllers are plugged in and installed correctly, also i am using xbox one controllers

Yeah I thought that but the game I was playing was Gang Beasts and my friend had brought his computer and we downloaded it on there at all controllers work perfectly fine and we had 4 controllers.
 
Huh, I know Gang Beasts should work.

If you plug in a second/third controller, does the center indicator light up to show the controller is connected? [EG: green in the top-right quadrant is for player 1, so the other controllers should be lit in separate quadrants]

It could possibly be a USB power limitation; each USB hub can only power so many devices, and it's possible your running all the controllers on the same hub. Sounds cliche, but try different USB ports.

Im using xbox one contollers not 360 but they all light up when all of them are plugged in and the computer detects all of them, in the device manager. And I did try changing and using all different usb ports and that didnt work.
