98% of RAM being used

So I have been having a problem with my pc lagging in both games and browsing with web lately, and decided to check task manager and voila 7.7GB/7.9GB was being used while having no intense programs running. (http://imgur.com/a/T0drO)

It started happening in the end of last week out of the blue, I checked my startup programs to make sure no fishy app was on there and all I had enabled was steam, audio driver, anti-virus and discord.

I'll leave formatting my pc as a last resort but that's if I found no solution.

PC specs -

Intel I5-4690K
MSI GeForce GTX 770 2GB TWIN FROZR Video Card
Gigabyte GA-Z97X-Gaming 5 ATX LGA1150 Motherboard
G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory

I've had 3 computers do that to me last week. It happened after they got the anniversary update. I opened the device manager and right clicked each thing to check for updates. It's kind of tedious, but there were quite a few drivers that installed and the ram eventually dropped to regular usage.
