Computer Hangs on bootup sometimes

Hello. I've been having this issue for about a year now. Sometimes, when I turn my PC on, the fans get really loud and slow down, but will not get to the operating system. I would have to hard power off my PC and turn it back on.

I've notice that this happens when my mouse light stays on after shutdown. Whenever I got to boot up my PC and my mouse light is still on, it has this problem. Whenever I go to boot up my my PC and the mouse light if off before turning on, my PC boots up just fine. Could this be a motherboard issue? Could me using the shutdown key on my keyboard be an issue also? Any help would be appreciated. Thank you!

Boot up issue, in many cases, could be related to HDD problems. So, once your system boots up, it may be a good idea to back up the data stored on it.
After that, you can test the drive and check it's health status out: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
Also, you can attach the drive with different cables to another SATA port, so you can see if this is related to a faulty connection.
