My computer makes a whirring sound every 10 seconds?

Yep. Pretty much it. About every 10-20 seconds, my computer makes this whirring sound (which i'm assuming is either my graphics card or PSU fan going to town) for about 2 seconds, as if it's taking a huge breath. It's not too loud (as in my quite loud room fan completely masks the sound of it) but when that fan is off, it's kind of annoying, so

A) is it my graphics card or power supply that's causing this noise

B) how do i stop it

C) can i stop it and/or should i stop it

This is happening at idle. Or semi idle (while making this thread)

Graphics card: Gigabyte gtx 960 OC
PSU: EVGA 500W 80+ bronze

My temperatures seem normal for a lousily organized PC in a hot room. My CPU reaches about 14 degrees while browsing the web, and my GPU reaches 30. (it pushes the 70-75 boundary after about 10 minutes on the heaven benchmark) Is 30C high for an idle GPU? I've got a case fan almost touching it acting as an exhaust. This sound is getting more and more annoying every second, so thanks in advance for help
 
Solution
A) We can't tell from here. If you are running hardware monitor software like Speed Fan, you could look to see if one or more fans are spinning up at those times.
B) If it's a temperature-controlled fan, probably by changing the fan profile.
C) Can't say until we know what's making the sound, but that's a great question.
