Except for the mobo (which doesn't OC the rig is pretty much fine as is. Change the mobo to something like the Z170-A or their Pro Gaming and you'd be good up to about 4.6 as far as OCing the 6600K, had the both a 212 and an H7 on my 6600K (in sig) and both were fine up to 4.6

Water cooling is not a requirement for overclocking. A decent air cooler will go a long way.

Cryorig H7 > Hyper 212.

Overclock on air, learn your limits, work slowly and methodically, and have fun.

Now if you're looking at water cooling simply for the looks and potential quietness such a system can bring, then I wouldn't be so against it. Regardless, no budget water cooling solution is going to be very good or trustworthy. Leaks will be common, and the fit/finish would be worrisome. When it comes to custom water cooling, throw any budget considerations out the window and splurge, or don't do it at all.

You could consider the EK predator AIO + GPU block addon.
 
1. You gotta get a Z170 not H170 for overclocking.
2. Cryorig H7 is the better cooler if you can get it.
3. Get the Rosewill Hive 650W psu instead

If you want a liquid cooled loop for your CPU you gotta get at least a H80i and not lower end ones. You are better off with a H7 or 212 and spend more on your mobo.
