Minecraft will play on a toaster, so don't worry about that.
The most important that with video editing is a strong CPU (just happens to be the same with Minecraft, so what luck).
The one from rhysiam that has the skylane one seems good, and when there's some extra cash, a $120 RX 460, SSD (around $100 for a 500 GB one [anything less is not worth it in my opinion]), and more RAM (a 16 GB set is around $60) would lift it up a bit, but that's good deal considering the CPU.
Of course, all these suggested upgrades makes it seem like building a new one, so...

No. Video editing takes ram, the more the better. It also takes processing power, which the A series APU's are lackluster. Windows 10 will have a hard time running on 4Gb of ram, not that it takes up that much, but any working applications do.

You'd be looking at Intel i5-6500 and 16Gb ram if you don't want to be working on the same project next week.

There are better psu's to be had, cheaper. Try a corsair cx450m. @$30.

SSD will be your best friend with video editing. Constant i/o from a hdd will get very old, very fast as video files are not exactly small. For budget builds a 120Gb is ideal, this is where you'd keep the actual software, but the video itself save to hdd.

Oops, my bad. That puts it $50 over budget, but still highly lacking. (meaning if you 100% absolutely can not spend more money, you had it right the first time [still don't condone it for video editing])

Well pretty much, he needs a better PC than a pre-built you can buy at Wal-Mart or best Buy for $350

The one you put in the tr=hread is better than a walmart prebuid, but still lacking. A used one would be closer but still not too great...
 
At that budget and for your needs you're better off going second hand/refurbished parts.

*Disclaimer* - I'm not vouching for or advocating these particular sellers in any way. It's just an example of the sort of build you can get second hand/refurbished at/around your budget. You're just not going to be able to put together anything new at that budget without making massive compromises. As well as performing much better right now, those second hand rigs will (if they're reliable and not lemons) actually hold up much, much better in the long term.
 


Do you mean the build you selected in your first post? Or another one?

Windows movie maker and minecraft will run on just about anything. So if that is literally all he wants then it'll do the job. I do suggest you can do better with the money going second hand, but that's your call, of course.
