PC starts for 2 seconds then turns off and back on repeatedly

Hey everyone. I'll list my pc specs and then follow with the problem.

Intel Core i5 4690k
Asus Z97 Pro Gamer
Asus Strix Nvidia GTX 970
x2 8GB (16GB) HyperX Savage DDR3 1600MHz

I purchased a new motherboard (the one above) as an upgrade from the Asus Z97-P.
The problem is I can only boot to windows if I use only a single 8GB stick in the 4th slot (B2), it doesn't matter which 8GB stick it is. I have tried every combination imaginable. I have tried having them both in A1/B1 and A2/B2, I've tried each stick in every slot, they both work in the 4th slot but that's it.

When I use the other slots. It boots up for about 2-3 seconds then turns off and back on and repeats over and over until I turn the PSU off.

Now my question is, is there a problem with my ram or is there a problem with my motherboard?
Alternatively is there something i'm doing wrong (maybe changing something in bios) to make the other slots accept ram?

Solution
Were the sticks bought as a pair or as two individual packages. Might try resetting CMOS then try a stick in slot 3. If that works, reset again and try in 1 or 2

I have the same problem, it shuts off after I turned it on. No signals on the monitor. Does it have something to do with the CMOS battery?
