I like the other two recommendations but the Glacier M is unknown quality; we should not assume it is good.

Anyway I recommend the FSP Hydro X 450 if he wants something premium for his system http://www.newegg.com/Product/Product.aspx?Item=N82E16817104229 but otherwise the Corsair CX450M.
