My computer is running really poorly, the cpu usage is running super low, it has gotten down to 0% usage. I have checked to make sure that nothing in in the fan or anything that could cause it to auto throttle, but I have also reinstalled windows. Does anyone have a fix, or at least a reason why my computer is preforming so poorly?

Go into your BIOS settings and ensure everything is standard and nothing is set to low usage etc.
Optionally you can just do a CMOS clear (there'll be a button or a jumper) to reset your motherboard to factory settings, just make sure you remove any storage devices first to ensure that they are not affected, some weird stuff can happen sometimes.
