Primary or Secondary Partition

Should I use a Primary or Secondary Partition for my additional 7 drives? Does it even matter if all 7 drives are Primary, as far as speed? My system is running very slow. Sometimes I have to wait when moving a window.

My system is a Windows 10, Asus Rampage V Extreme, Intel 4960K with 64 of memory.
My system is a basic Peer to Peer.

Partitioning doesn't really have any impact on the performance. Unless, you fill up the HDD with data, which is where the performance could decrease due to the amount of data on the drive. You mentioned that you have 7 HDDs inside the system, right? If this is the case, you might not be supplying all of them with enough power which could also influence their performance. I'd recommend you check how the system would perform if you run the secondary HDDs one at a time (together with the primary drive) and see what might be influencing the transfer rate. Another thing you should definitely do is running the HDD manufacturer's brand-specific diagnostic utility to check on the health and SMART stats of the drive.

Either way, I'd strongly recommend you backup all important files from the PC somewhere off-site before proceeding with the troubleshooting!

Might seem a bit crazy but is there a switch somewhere that makes all drive active, so to switch between drives fast. What about drives on the network? I guess I'm running around in circles with a loaded shotgun firing away hoping to hit something.

I will check out the drives, one at a time.

Swapping the SATA cables & the SATA ports connecting the drives to the motherboard might also be a good idea. Better be safe than sorry and back up all your important files on an off-site/external drive or storage device. This would avoid the potential data-loss headaches.
Run one of the diagnostic utilities I shared in my previous post and check up on the health and SMART data on all your internal drives first. Posting some screenshots would be really helpful, too. :)

Poor housekeeping. That's my biggest problem, me. I ran Norton that had been shut down for some time and my system is running considerably faster. I also eliminated a few of my drives, going to larger drives. Thanks for your help.

I'm glad to hear that you have resolved the issue by yourself! :)
My last recommendation to you would be to do backups of your data in at least two different storage locations. Always remember that "backup" means that you have your data stored in at least two (2) locations. Moving data from your system drive to an external hard drive is not a backup, unless there is already a duplicate of the file on a different drive. This is the surest way to avoid any potential data loss in the future.
