I bought a Seagate 1Tb portable drive that has never worked on my Windows 8.1. I get error 404 when trying to instal it. Will it work with Windows XP?

Hey there.

Where are you getting this error from? Basically it's an HTTP response code: https://en.wikipedia.org/wiki/HTTP_404.
Have you checked if the drive is recognized by Device Manager and Disk Management? If "no" would you please check and post screenshots of what you see there? Here's how to open them:
How to access Disk Management in Windows to manage hard drives
How to access Device Manager in Windows.
And here's how to post screenshots here: http://www.tomshardware.co.uk/faq/id-2176231/guide-posting-screenshot-forum.html

You could also try the drive with a different USB cable, to see if it's properly recognized in Windows Explorer (This PC, My Computer). If that doesn't help, you could download the HDD...

To answer you question, a 1TB external drive should work fine with both Windows XP and Windows 8.1 as long as there are no issues (e.g. faulty cables, driver problems, faulty HDD, faulty USB port, etc).

Hope that helps. Please let me know how everything goes.
