No. You should not put anything on the bottom of the CPU or in the CPU's socket. The correct amount of thermal paste to put on a CPU is arguably about the size of an uncooked grain of rice, in the middle of the heatspreader. Then, place the heatsink on top of it and let the weight of the heatsink spread it out.
