Here is the list of parts. Ignore price as I am buying from other sellers.

Currently I have the PSU, Motherboard, HDD, Ram and Network Card and the Case fan as well on
me. My question would be, can I check that everything is fine without a CPU? Most likely i'll be buying the CPU next week and I want to make sure everything is fine with what I have bought. The mobo has LEDs for the VGA, RAM and CPU I believe. But I don't have any of them. I want to make sure the RAM is working fine and so is the rest of the components I currently have.

If you;re going with a non-K version of an i5, it is better to go with the 6500.

Also, you'll want at least a 2-DIMM ram kit. The RAM is quad-channel, which can only be enabled if theres 2 (or 4) sticks of RAM.

did i say horrible ? no i said poor

- the i5 6400 is a poor investment a quad core with low single core ghz either get a 6500 or dorp your budget to a 6100 (which is a really strong cpu)
-ram always in dual channel for a free 10% boost.
-powersupply is horrible no doubt
-that monitor is a waste of money.

Muin Sendarro, my friend. It looks good except that PSU. I would definitely agree on the RAM, but that's up to you. The CPU , I have found, is almost as personal and custom a choice as the case.

The monitor will be exchanged. The reason I need a monitor is because rn I am using an all-in-one PC with no Display Ports.

To answer your question from the beginning, no. A computer can't compute without the computing unit.
