Computer sometimes freezes in bios or os loading screen

Hello everybody, I have a weird problem that I've never seen before, my computer keeps freezing randomly when I start it, the worst problem is that it starts freezing either in bios or os loading screen, everything seems to be fine except this problem,

here is what I tried to do :
-plug out and plug in all psu connectors (not sure if it was the problem but it helped for a while)
-checked my ram with windows ram check utility (no errors at all)
-checked my hdd with chkdsk.exe (it said there's no errors too)
-reinstalled os from windows 7 to windows 10 (I had weird problems with input and output devices when I used windows 7 but once I switched it to win10 they disappeared and pc became more stable)

my computer specs :
cpu : i5 6600 3.3 ghz (did not change it's voltage or anything like that)
mobo : Asus H110M-K (s1151, Intel H110, PCI-Ex16) with ddr4 support
power supply : chieftec 650w
gpu : msi r9 380 4 gb (did not overclock too)
ram : Crucial Micron DDR4-2133 8192MB PC4-17000

so basically how does this looks like : I hit the start button, everything seems fine loading and booting, it's working fine for few days and afterwards as always I hit the start button and I get stuck at windows loading page it just freezes everything so I have to disable psu manually and re-enable it, btw this problem sometimes appears when I just booted into windows and explorer has launched, if I go beyond the border of few minutes then everything works great until I disable pc again.

maybe this is because I did not upgrade bios or some of my components are broken ? Thanks in advance and have a good day!

**upd**
forgot to say that pc also freezes when it goes to sleep mode and I try to wake it up
