New system build, powers for half a second, then off.

So I just got a new case, Mobo, CPU, and liquid cooler. Before I had the new case the system was running fine, albeit I needed the liquid cooler for CPU since the stock one I had couldn't cut it. I just finished installing all the parts from the old case into the new case, and when I go to power it in, the rear case fan spins for a split second, doesn't even make a full rotation, and there's a sound that resembles a piece of metal making a quick vibration, kinda like a buzz. The mobo led is on, and there are no red led error lights on. After the quick buzz I have to turn the PSU off and on again in order to even get that buzz reaction. Everything worked in the system on 10/02/16 and the PSU is still working after doing the paperclip test. Is this a mobo issue, and if so how could it not work now? I was very careful when handling it and only lifted it by the heatsinks to move it. It's secured into the stand offs but not too tightly as to be an issue.
This is the first time I've assembled everything into a case so wouldn't be surprised if it's something trivial.

You got me confused. So you bought new mobo and cpu, installed them on the old case and it was working fine and then you bought a new case and a liquid cooler and installed all parts on the new case? Because on topic you say it;s new build and in your thread you say the system was working fine before you got the new case.

Anyway, do a step by step debug.
1) Start with the minimum, only one stick of RAM and on board graphics if available(you didn't mention specs at all).No HDD, no optical disks no VGA and i would say stock cooler.
2)if it works fine start adding devices one by one to see what causes the problem.
3) If it doesn't borrow and try a new PSU, just in case.
4) If it still doesn't Badactor's advice is good to go on.
