Utilizing All Installed RAM on Windows & Ultimate 64bit

I have been trying to figure out how to make all 8GB usable on my computer, but I cant seem to make it happen. First I was using 32bit and I found out that using 32bit windows was the problem. Now I was able to Install Win 7 Ultimate 64bit and I am still getting only 7.87GB usable. I went into msconfig and changed the max memory to 8192 and restarted then it went to 7GB usable. After that I undid that and now its back to 7.87GB usable. Can't seem to fix this. However, with that amount is it even worth fixing? Also I did go into the resource monitor and it says that the remaining 131MB are reserved for Hardware, but Most of what I see on the web lets you use all installed RAM.

The More I looked into it with the Link you gave me, I have to say that i should just leave it be. Its much better than when I was running Vista 32bit with only 3GB usable. Can I use both posts as answers? I would like to give credit where credit is due.
