Micro stuttering while gaming

Hello,

My specs:
Ga h61 ma d3v
Cpu: 2600 @ 3.4 ghz (evo 212)
Ram: crucial spectek 1333mhz 4gb x2 (8gb)
Video card: asus gtx 960 strix 2gb
Hdd wd blue 500gb 16mb
Os: windows 7 ultimate

I have an annoyng problem while gaming, most of the time when some dialog ( in game happens its like its being loaded) I get micro stuttering (witcher 3, quantum break, same was on batman arkham knight, even on cs go - when someone is throwing a nade or smoke etc / so vram shouldnt be the problem (also I tried various settings like textures on medium/low), cs go doesnt seem very demanding game especially when I have it locked at stable 151 fps).

Cpu temps dont go higher than 54, vga 58, hdd 34.
So I was wondering what could be causing this problem? Ram wasnt going more than 7 gb when this happened or could it be ram.that I need 16gb?
Or maybe its related to my hdd (I scanned with hdd sentinel its on 99 percent but it writes no action needed) ? (And I should get 1tb wd blue 64mb).
Btw I havent got my windows reinstalled for more than 1 year (or defragmentation).

I'd recommend following @Baumy15's advice anyway. This micro stuttering could be caused by the GPU tweak as well.
This will surely help us determine what might be the source of your issues. I'm also not sure if you already run the QUICK and EXTENDED tests from the DLG tool on your WD blue. If you did, what did the SMART status say about the drive?
The WD Black is indeed a good upgrade for your rig, especially if you are gaming a lot, though.

I'm sorry to hear about your performance issues with the WD Blue drive. :( However, you should also use WD's Data LifeGuard Diagnostics for Windows to check its health and SMART status. Just make sure you run both the QUICK and EXTENDED tests. Another thing you should take a look at is the connections to the HDD. I'd suggest you swap the SATA cable with a different one and also check its performance from another SATA port on the motherboard.

If you have access to another computer, try plugging the WD Blue there as well and see how it will perform. In the mean time, go to Task manager and track what processes are using the HDD and if there are any unusual spikes in the HDD Usage.

P.S. If you intend to play such demanding games, I'm afraid that even the 1 TB WD Blue 64 MB cache won't be much of an upgrade. I'd advise you consider a WD Black HDD instead. Check its product page and let me know if you have any questions regarding it.

Keep me posted with the troubleshooting, though.

very slim chance but are you using asus GPU tweak?

Yes I do have asus gpu tweak installed, but I havent configured or changed anything there (everything default), although my vga runs @ 1354 mhz while gaming (which is like an oc mode).

Also I concidered buying wd black before but read that using it as a primal hdd for os / programs can be annoying because its louder comparing with wd blue.
I also changed sata ports cant see any difference.
So I guess I will buy new hdd since I need more space anyway.

Try closing GPU tweak completely and run your games again.
