Solution
if you plan on gaming at 1080p (1920x0180) 60fps, then an intel Z 170 board, I5-6600k, 16GB of ram, 600W PSU and a gtx1060 will see you good, and probably well under 2000.
If you plan on gaming at 1440p or 1080p 144hz then swap the 1060 for a 1070, probably 1600-1800.

Add whatever storage you'd like or will fit the budget.
you'e stuck on the processor selection
you're probably stuck on GPU because the PSU is limiting you, newer GPU's might have a lower power envelope, but also might not, more detail is needed.

So, you could get an SSD, and plan to reuse that in your next build, it would feel faster. You could get more ram, this would also help it feel faster.

Other than that you are looking Mobo +CPU+memory or PSU + GPU as an upgrade.

Trying to upgrade that HP computer will just have you chasing your tail. For a better GPU you need to upgrade your PSU, now you need to check if the motherboard has a standard 24 pin plug or is it hp's proprietary plug. Next you have to research what cpu will work with that motherboard, It just one thing after the other when trying to upgrade a prebuilt computer.

Do you have a budget in mind if you were to build a new computer? What country do you live in and any specific place you want to buy parts from.
