ADDITIONAL COMMENTS: I care about being able to run Civ 5 and RuneScape's NXT Client. I plan on upgrading just the graphics card for this PC. I would also like to have an HDMI port if possible on the graphics card (I'm using VGA currently) I don't know what key words to type into google/newegg/pcpartpicker to find a compatible part just for this machine. I would greatly appreciate any help, thanks.

You're current PSU is a 305w, i'd say get something like a 400-450w just to be safe, You can pickup a decent EVGA 430w for around $50-60. If you dont have the cash for a new PSU at...

Can you tell by the info I've given for the PSU if it's 350 Watts, or just 305 Watts? I've been told that it is 350w. I looked at the GTX 1060 and it seems like it's has too much Power. I don't plan on upgrading this PC except for the GPU since I can easily put it in there... Also I need more funds and time to learn about building a PC before I make a build from scratch.

You're current PSU is a 305w, i'd say get something like a 400-450w just to be safe, You can pickup a decent EVGA 430w for around $50-60. If you dont have the cash for a new PSU at the moment i would recommend waiting it out until you do then upgrading both at the same time. Theres no point bigging it up with your GTX 1060 without a powerful enough, reliable PSU :)

I would HIGHLY recommend swapping the CPU for a Q6600 or Q9450, both of them can be found for ~$20 and will massively improve your gaming performance over the dual core. A 1060 is probably overkill for any CPU you can get on this platform to be honest, I'd look around for a used GTX 960 4GB or something in your area if you want to save some money and don't plan on moving the graphics card into a new build soon. You'll have to replace the PSU too unless you get a 750 ti or something similar. Do you need any suggestions?

Even once you sort out power requirements you need to remember that the OptiPlexes are BTX cases which, due to their layout and shape, cannot support dual-slot cards. You also need to find out if your case is a mini-tower or small form-factor. if you can fit 2 CD drives it is a mini tower. If you have the small form factor you will need to get a low-profile graphics card like the MSI 750 Ti LP.
