ATI Radeon HD 4350 not installing

Hello ! I just Bought a new Hp pro 3120 Motherboard With Mini Tower Casing , the problem i am facing right now is that i am trying to install ATI Radeon HD 4350 512 MB Silent Adition and it is not working . The CPU is not working and means not giving the signal if i attach the DVI Cable to graphics card but the integrated graphics card is working . i want to know the problem if it is about the power supply or something else . kindly reply me because i am running out of time.

As far as I know, there is no problem removing the VGA Cable Port (in order to transform it in a single slot low profile gpu).
If it worked before, maybe it is not correctly seated in the Pci-express port.
The old PC, does it have a pci-e x16 port? (A Core2Duo should have the port, even some Pentium4 have) If it has, you could give a try.
