I put this under the PCGaming section because I think that this issue is Software related, not hardware. That being said I'm dumb so idk.

. If am right you have integrated vga on your MBo, see if its enabled in Bios, maybe it's some kind of conflict there. For the display going blank when you log in to widows, it's probably set to secondary in display settings. I don't think it's software problem since you reinstalled Windows so everything is back to default. Try updating your bios or set it back to default settings and make sure on board vga is disabled in bios
