can't boot past BIOS? (pic included)

Didn't know where to post this specifically so I just put it here obviously.

Long story short I had a semi bad HDD that wouldn't let me install a 64bit OS onto it (but 32bit worked fine) so I am turning it into mass storage. I went into my case after removing the power cord and holding the power button down for a few seconds to dissipate the residual energy and proceeded to unplug the semi bad HDD from SATA port one and plug it into SATA port two. Then i plugged a different drive that I know will work with installing 64bit into SATA port one. I have opened this case before and unplugged and replaced all kinds of parts multiple times and now this is the first time this has happened. It tells me that the case has been opened. Not that it is open but has been opened which is an obvious duh. But it won't boot past this screen to let me go to boot device option. All I can do from this screen is press delete to enter BIOS setup.

I guess we posted at the same time but even a bad drive so to say as long as its not first boot device it should go ? I use my old ''bad drives '' as storage drives .

cant hurt to remove any drive you think could be a issue and re try a drive can be bad more then it leads on to be [hardware defective] but still I hook up ''bad'' drives in a working system and can boot so you can run a test of the bad drive to see if it pass or fails ?

if the bad driv was hooked up and a no boot occurs then you kinda know its a goner anyway
