Is my pc rig better than a xbox one or ps4?

Msi 970a-g43 mother board
Corsair cx 750M 750w psu
16 gb 1866 mhz ram
Evga geforce 1070 ftw gpu
Wd 3 tb hard drive
Wd 350gb hard drive

Btw I believe that FX-6300 appears to perform better than the FX-8350 because of the game mode being played in Battlefield 1. The FX-6300 is playing a game mode that has much less players on a smaller map, so performance is better, but there still isn't much difference to be worth getting an 8350 as far as THIS game goes. But like I said, each game is different.
A GTX 950 is better than Xbox One and PS4's GPU. Your FX-6300 is severely limiting that GTX 1070. You should consider upgrading to a Skylake i5 or better as even an FX-8350 will bottleneck a GTX 1070.

*But to answer your question, your PC is better in performance than Xbox One or PS4. But it could be a lot better with a CPU upgrade as of right now you are only getting the performance of a GTX 960 out of your GTX 1070. The GTX 1070 will likely be better than the next-gen consoles such as the Xbox Scorpio to be released Holidays 2017 so you would want to pair it with a much better CPU, one on the list below that doesn't bottleneck.

I thought about getting the fx 8350 due to my budget cant afford intel right now. Do you think it is worth upgrading to fx 8350 or just wait till new chips come out like the amd zen? If so do think this rig will carry new release till the new chips come out?
 
I would say no it wouldn't be worth it to buy the FX-8350 because it will bottleneck about the same depending on what game you are playing. Do you overclock your FX-6300? It would help it out a bit until you could save up some money to get a new CPU that won't bottleneck.

They all drop below 60fps due to CPU bottleneck.

*But each game is different. Xbox One/PS4 is supposed to run Battlefield 1 at 60fps, but with lower settings (probably medium) and/or lower resolution (likely 900p).
