nVidia drivers above 368.39 result in device reporting problems (Code 43)

Hi all, I purchased a GTX 970 back in May before the 10 series cards rolled out and updated to the latest version upon arrival (368.22 at the time). A month or so ago I attempted to update to the latest version (372.70) which resulted in a crazy scrambled screen effect and device manager reporting Code 43 for the 970. After seeing the usual slew of 'OMG BREAKS MAH COMP' complaints, I just assumed that this was an issue with the driver and nothing more. I rolled the driver back to the previous version and went about my business.

After Gears of War 4 came out last night, I started it up to have GOW4 warn me that specifically 368.22 has issues with the game and that I should install the latest drivers. I ignored the message, but sure enough, the game has some strange issues that resulted in the game hanging for a few seconds at a time, every 30-45 seconds, usually after a headshot on particularly larger baddies.

I updated to 373.06 after seeing that it had released a few days ago to have the same problem present itself. I did everything I could to try and get it to work (including calling EVGA; they told me to RMA it) to no avail. So I ordered a 1070 this morning, got it installed with default drivers (368.39) and then attempted to update to 373.06 only to find that the issue with my 970 was occurring with the brand new 1070.

I'm at a loss. I've used DDU to purge the old drivers and then installed the new ones. I've switched PCI slots in the event that one of them were damaged. Short of reinstalling windows, I'm not sure what else to do at this point.
