Budget CPU Cooler - $20-25

Hey, my i5-6500 hit quite high temperatures I find at around 65-70 Celsius under load with a stock cooler, and I don't feel comfortable with this. I'd prefer to see temperatures at max of 60. I want to get a better Cooler for my CPU, but in a budget around $20-25
I have a MSI H110M-Pro-VD Motherboard, and have about 4-4.5 inches space above it for a cooler.

The i5's max temperature is 130c, and it will throttle at 100c. It will outlast every other component in your PC at 70c. I wouldn't worry about it.
I'd like to add that you can't compare temperature readings from one CPU to another. AMD and Intel place the sensors in different places (closer or farther from the hottest parts), and even though AMD CPUs say "C", they're not really degrees, just an arbitrary unit. Intel recommends their server parts (Xeons) run at or below ~95-103c core temperature for "long-term reliability". These ratings don't exist for desktop parts, but they're the same physical die.
