Urgent HELP PLEASE!!!!!!!

Guys i need your help!!! yesterday my cpu temp was ranging from 40-63c when gaming or web browsing. (68C for full load).after few days when i was using my pc the temps were to high and i was very curious about my pc. it hitted a temperature of 70c!!!! and cpu utilization was over 50 and it also hitted 100% even when i was not gaming. i disabled the intel speedstep tech. for benchmarking the cpu. my current PC is Dell Optiplex 780 MT. here are PC specs.
Processor : C2D E8400 @ 3.00ghz
Ram : Nanya Tech. 6gb DDR3 1066 MHz (3*2gb sticks)
GPU : Asus Geforce GT220 1gb DDR2
i also reset the bios settings and i have installed the latest drivers for GPU, CPU, BIOS, Motherboard E.T.C...
Kindly Please help.. my cpu has the stock heat sink. how could i decrease the temps?
can you tell me the options except replacing the heatsink.... i mean there are also many ways to stay cool.

Sounds like significant to nearly full load to me. Some software is eating CPU cycles, use Task Manager or System Explorer to find out what it is and remove/fix/close it.

70C is still ok.

There are "many ways to stay cool" and all of them begin with a properly installed heatsink. If Dell is using a heatsink with a plastic frame and retention pins, those wear out over time and the only way to fix that is a new heatsink.

can you mention the tips, tricks, or such as Case Fans guide and installation?
i'm asking this for now and after a month i will be upgrading to a Cooler Master Hyper 212 Evo. as it supports Socket LGA775.

bro, iam curious because 70c is not at full load , it is at normal computing or web browsing.

i came to the conclusion that i will reinstall the windows.

when i opened task manager one service was eating cpu, that process was the reason that the pc temps were high and the cpu utilization was high also, process name was (Anti Malware Service Executable) (Windows Defender Service)

Yes, Anti-Malware tends to eat a lot of CPU time, especially with poorly written software which frequently reloads executable code. There was a game I used to play a few years ago where my i5 ended up bottlenecked because Anti-Malware was eating 80-90% of my CPU much of the time. I had to disable real-time protection to make the game playable.
