Just had a new graphics card on my pc (Nvidia Geforce GTX 950) and the game overwatch seems to be running worse than it did previously with it freezing/lagging every 5 seconds or so. I have all the graphics settings on low and even this doesn't help. Could it be my computer needs upgrading elsewhere? Any advice would be helpful. Thanks.

What was the old video card? I've seen cases where people "upgrade" their GPU but they didn't know what they were doing and they actually bought a weaker video card than the one they had.
Generally when this happens you have a driver issue, power issue, or temp problem. Make sure you have the newest drivers installed, the power plugs hooked up right and a good PSU, and make sure your CPU isn't thermally throttling.

We could help more if you post your systems full specs. The gtx 950 is a decent card and should have no problem running overwatch, but like 4745454b said it dose sound like a driver conflict.

Here's what I'd do. Grab a benchmark program, not a game. Run the benchmark, let's say 3dmark. Now note your score and compare it to what others with the same type of videocard get. This is to make sure everything is more or less functioning normally.
Testing in a specific game comes after you are sure the new videocard is installed properly, the drivers are up to date, and temperatures and noise levels seem okay.

We really just need to know the wattage on the power supply. I mean some models and brands are better than others, but if you could talk to whoever bought/put together the computer and find out the wattage, that could help us get closer to a solution.

Honestly I just see a lot of low end stuff there. Q6600, 4GBs, etc. Because it's an older CPU I'd make sure the temps on the CPU are good. But also because it's older I can see there being a CPU bottleneck with that one. Without knowing what the older GPU was we can't compare the new to the old.
