Do I need to consider buying a new GPU?

For the past few weeks, my computer has been randomly crashing. It will almost instantly go to a black screen followed by the fans of the gpu slowing down. Recently, this issue happened, but this time I had to power my computer on and off about 5 times to get it started. After letting it sit with a black display for a minute, I heard the windows sound. Clearly, my audio was still working, and I noticed my mouse and keyboard were both powered on as well. But there was no display detected on my monitor. I am not sure if this is a PSU issue or a GPU issue. My temperatures are fine, so I am not sure if I should just consider buying a new card.

Specs:
CPU: i5 4690k
GPU: Radeon MSI R9 290
Motherboard: L337 Z97-Machine
PSU: Seasonic M12ii 620 watt bronze

 
Solution
Remove the video card, test with onboard video, does that work OK? Also test the card in another system with a good power supply, make sure it's actually the card having the issue.
