PC start up problem Is it my Motherboard

When i turn the power on via the on/off switch on the PSU the PC doesn't start for about 2/3 minutes. So imagine i have the PC running i shutdown Windows and flick the power switch off then immediately on it wont start till a couple of minutes go by.
If i shutdown Windows but do not turn the power off it can be restarted immediately.

Options.

This is normal - i dont think so but maybe ?.
Motherboard problem, i looked on the net and someone had posted a picture of what blown capacitors look like, mine seem ok.
The PSU ? but its totally stable.
The case power button is faulty.

I bought both in January, ive never had a power down, random stopping, starting or hardware crashes and i play game on it 12 hours at a time sometimes. Never a stutter.

So any ideas - instinct tells me its the motherboard but id need some proof to send it back to Amazon.

One other thing i never see any lights on my board - i thought they had a few - is this a fault ?

Today it took 15 minutes to start up - that is with me holding down the power button for 15 to 30 seconds at a time or repeatedlty pressing the power button on and off over 15 minutes.
It did not do this when i first bought it.
When i first bought it it started the PC immediately.

The time it takes to start the PC has been increasing, a month ago it was 5 minutes ?.
Now its 10 to 15 minutes ?. 15 minutes is too long.
That must be a bad PSU ?.

I took the AX750 out and put an old CXM750 in and the PC started immediately,
that tells me the AX750 is faulty.

Would you agree that with the PC starting immediately after swapping in the CXM750 that that conclusively proves the AX760 is dying ?

Rang Amazon they do not stock the AX760 directly so i get a replacement.

Replacement ?
EVGA SuperNOVA 750W ? its got good reviews.
