Might be a PSU problem

When i turn on my computer , pc fans and everythin starts spinning but there is no beep sound from my pc , sometimes it beeps and boots up instantly and other times fans keep spinning and after 15 mins(takes less or more time too sometimes its just keep spinning no beep forever) it beeps and boots up.. Is my psu the problem?? i tried booting with 1 memory stick still the same

it maybe the hard drive or other hardware has problem.
May try disconnect the HDD/SDD and all RAM, and use the onboard iGPU if the PC has one, boot the PC to see what happens. Usually if the cpu/MB are fine the PC will boot, but you will get no RAM no boot device error.

Also if you have the multimeter, and use it to check the PSU. If you don't have one, and when you can boot the pc, then check the +3.3V, +5V, and +12V in the BIOS hardware monitor section, or download and install HWiNFO64 ( run the sensors only) https://www.hwinfo.com/download.php You want to see those voltage are within +/- 5%. otherwise the PSU is bad.

It maybe because the +3.3V is only 1.536V, but maybe the sensor does not have the right driver.
1) Install the newer AMD chipset driver first, http://support.amd.com/en-us/download/chipset?os=Windows+8.1+-+64 then check the voltage again.
2) Or check the manual to see which section you can check those voltages in the BIOS. Usually it is under the hardware monitor section.

Here is image of my bios the voltages are low than what it should be .. So do i have to buy a New PSU or this one can be repaired or is there any tweak to increase those voltages...

You should buy the new PSU. It is hard to repair.

A good quality 450W PSU can handle your PC, the CM Thunder 450w is not the good one too, you can try but you are better to buy other brand PSU, like antec, XFX, etc.
