Plex Media Server Decoding

I have a Plex Media Server that I am currently using for basic decoding and playback.

I want to build a new Plex Media Server that uses a CPU that can do some heavy decoding but is not too expensive.

The CPU should be able to decode the new HEVC video format, and should be able to handle .mkv files and successfully convert/transcode the video file to other video formats such as .mp4 on the fly.
The HEVC video is usually 720p or 1080p and around 200mb to 500mb in size.
The .mkv video is usually 1080p and around 3gb to 4gb in size.
The server should also be able to handle 2 to 3 streams at once.

Where I live (South Africa), hardware is a bit more expensive then the US

Some of the CPU's I have looked at is : Preferred
1) Intel i3 6100 @ 3.7 GHz with DDR4 RAM R 2 000 / $145
2) AMD Kaveri A10-7850K @ 3.7GHz with DDR3 RAM R 2 100 / $152

I also looked at this CPU but is a bit to expensive for just my home server
3) AMD FX 6300 @ 3.5 GHz with DDR3 RAM R 2 500 / $180

I know I will have to buy a new motherboard. When you hear my current CPU you will understand why.
I first used the PC as a very basic storage solution and so that the media is accessible to everyone in the house.
Then I found about plex and streaming.

My current CPU is a Celeron 430 Single Core @ 1.8GHz . LGA socket 775 .
I read that the i6 have built in hardware acceleration which would work for HEVC decoding
