PC won't start unless PSU switch flipped during attemp

I've successfully been using my computer for a few years, but then the following started happening. I hold down the power button to turn on my computer and I only get ticking noises, probably from the PSU, though I'm not 100% certain. Nothing else happens. I then flipped the PSU switch to the off position and held down the power button to 'discharge any remaining electricity'. When I do this the computer keeps ticking until it is 'out' of electricity and then the fans start spinning like the computer is turning on for 1 second, then everything stops and it does not actually start. After opening up the PC, using compressed air to de-dust as much as I can, and making sure all the connections are secure, the computer still would not turn on normally. I then tried holding down the power button with the PSU switch on, then I tried holding down the power button with the PSU switch off and waited for the spinning fans, and while the fans were spinning for 1 second, I flipped the PSU switch back on, and the computer surprisingly turns on fully. So I've been turning on my computer like that for a few weeks. However, today, even that doesn't seem to be working, as the fans don't start spinning with the PSU switch off anymore, at least not 100% of the time. I managed to make it work once today randomly, but I don't think it will be reliable in the future.
