Crossfire is not just for multiple monitors. It just adds performance because you're using two cards instead of one. What do you mean by "fps isn't going any higher?" Did you just buy an extra r9 and it isn't performing how it should?

If you haven't already you need to enable crossfire in your AMD settings.

I'm talking about your AMD driver settings. Do you not have the latest drivers installed? If you don't completely uninstall them and download the newest ones for your card and operating system on the AMD website. It will download a program called "Radeon Settings" and you'll be able to enable crossfire through that.
